Project summary:

The project aims development, simulation and approval of joint Standard Operational Procedures (SOPs) and joint Intervention Plan for response in case of major natural and man-made hazards and disasters in the cross-border area. Within the project a staff training will be implmentedand and the awareness of civil society for response in case of major natural and man-made hazards and disasters in the cross-border area will be raised. The project envisages exchange of experience and good practices between the two competent organizations in the field of protection of environment and promoting climate change adaptation and mitigation, risk prevention and management. For the needs of the partners from both sides of the border, it will be delivered specialized innovative equipment for observance of the cross-border area and rapid response in case of natural and man-made hazards and disasters.
The implementation of the project will contribute to increasing the operational capabilities and provision of intelligent legal framework and sustainable policies for bilateral response in the event of major natural and man-made hazards and disasters in the cross-border area.

The project partners have implemented the activities according to the schedule.

The main priority of the project is to save human life. For this reason when the project creators came up with the idea of the project, they started out thinking that human life was above all else. And throughout the Project, they have always prioritized the saving of human life.

The Project ISeC emerged for absence of Intelligent strategy and policy for strengthening the Bulgaria - Turkey cross-border cooperation capacity in the field of nature protection and European territorial cohesion,  prevention of natural and man-made hazards and disasters needs population awareness on the effects from human activities on the environment, lack of new methods and innovative equipment for observance of the cross-border area and immediate reaction in case of natural and man-made hazards and disasters.

Some activities of the Project like Standard Operational Procedures, Joint Intervention Plan, Joint Trainings and Field Exercises created for increasing interventional synergy for Responsible Authorities during the disasters. The joint meetings for preparing Procedures and Plans and Joint Trainings has made a great contribution to getting to know each other and establishing good relations for the partners.

Standard Operational Procedures and Joint Rescue Plan that signed by two responsible authorities in the border region, increased the response force to disasters and increased the confidence of the people living in the region.

The field exercises which realized together show us working together on disasters has more effective results.

The special designed equipment according to the requirements that delivered from the Project increased the capacity of intervention to the disasters. The new technological equipment; drones, UTVs pickups and specialized systems with aerial monitoring facilitated to organize the activities during the disasters. While planning the projects and activities, it was thought that the project will contribute to the common development and sustainable tourism of the region by reducing the effects and risks of natural and man-made hazards and disasters in the long term. The project results increased the fire and disaster safety of the region which will attract new investors in the cross-border region.

Project summary:

The project aims at increasing the capacity of specialized institutions for reaction in case of forest fires and for prevention against forest fires and other disasters in the cross-border area Bulgaria - Turkey. For the needs of the project, specialized equipment for forest fires will be delivered - three vehicles plus personal equipment for the Bulgarian partner and one vehicle for the Turkish partner. The project envisages establishing study rooms in the buildings of the partners for training of children for reaction in cases of forest fires and other disasters.

For this purpose there will be elaborated training materials and a Guide on fire safety and civil protection with common preventive methods. Training materials will be targeted at the young people in the cross-border region. Field exercises and demonstrations of the new equipment will be conducted with participation of children which have successfully passed the training.

As a result of the project the capacity of the responsible institutions from both countries for effective intervention and managing forest fires will be improved and the awareness of young people to the consequences of natural disasters will be raised. Suppied specialized equipment will limit the damages from fires and will contribute to nature protection in the cross-border region.

As it is known forest fires are rarely limited to the territory of one district or region. The forest fires cause serious ecologic, social and economic problems. The constant climate change, global warming and human activities increase the risk of forest fires which decreases the forestation and increases the pollution of the environment. The fires affect the protected areas - homes of rare animals and plants. This causes serious damages to the flora and the fauna. The question which arises is how fire services in the cross border region can meet the needs for information exchange about the possible risks, for transnational intervention and assistance and common activities for prevention. This has been the purpose of the project. The training activities in the field of prevention and mitigation of the consequences are targeted to the young people in the cross border area. We elaborated a Guide on Fire Safety and Civil Protection describing joint methods to prepare the youths for proper reaction in case of various disasters. The Guide includes prevention measures, activities for self-protection, for mitigation of the consequences of all types of disasters that can occur in the cross border area. As a result, 200 children from Bulgaria and Turkey participated in trainings for increasing their abilities in self- protection, prevention and reaction in case of forest fires and other disasters.

Besides,  the new equipment  supplied under the project (three specialized vehicles for forest fires, 36 pcs. of personal equipment for forest fires and one firefighting vehicle) ensure faster and more effective approach in extinguishing the forest fires in the cross-border area.

Project activities increased the cross-border cooperation between the Regional Directorate Fire Safety and Civil Protection and Edirne Municipality in the field of forest fires. The partners achieved two main goals: The first - young people in the cross-border region trained in prevention and safety by using common methods against forest fires. The second goal - the responsible institutions in the cross- border region with increased readiness for reaction in case of forest fires and for fast mitigation of the damages.

Project summary:

The overall objective of the project is improving the capacity to timely prevent and mitigate prevention and mitigation of the consequences of natural and man-made hazards and disasters and raising the awareness and willingness for cooperation of public servants of the local population and the representatives of local business to react in cases of emergency in the Municipality of Suloglu and Municipality of Sozopol.
Specialized vehicles and equipment for rescue in fires and floods will be supplied for the local administration. An old building will be renovated and a Disaster Management Center will be established. The Fire Station building in Sozopol will be reconstructed and extended expanded as well. For the purpose of the project activities educational materials will be jointly elaborated. A training for the rescue teams from Sozopol and Suloglu will be organized for the use of the equipment in cases of emergency.
Through the implementation of the project, the partners will join their forces efforts to prevent and mitigate the consequences of natural and man-made hazards and disasters in the region of the municipalities of Suloglu and Sozopol, as well as a capacity for disaster resilience will be built through the exchange of experience and joint training targeted at public administrations, young people, volunteers and other groups of the population.

Project status: Finished

As a result, from the activities under the project has been made a repair to a building in Suloglu and has been created a Disaster Management centre. A reconstruction to the building of the Fire station in Sozopol has been made, and maintenance of the built facilities. Necessary specialized equipment and vehicle for rescue and has been supplied and a training has been conducted for the teams responsible for defence, mainly the voluntary formations in both municipalities. Exchange of experience between the partners and other institutions responsible for protection of the population in both partnering countries was realized, which was an effective approach to achieve the main objective, as well.  Ideas for public education on ways of proper behaviour and actions in case of disasters were discussed by the participants in the project, which included informational campaigns, tailored specially for different groups of the society which to be regularly realized. On the grounds of this have been developed educational materials for the local population – chronology of the actions in case of emergency, informational, promotional and educational materials.
