Status
The Greener Bourgas Foundation (GBF) is an independent, non-profit and non-governmental organization. Registered on 14.01.1999 as a Bulgarian-Dutch Foundation with the support of the Netherlands Agency for Environmental Protection in Riydmon, Province of North Holland and the Municipality of Rotterdam for Bulgarian - Dutch project "Greener Bourgas."
Mission
The Greener Bourgas Foundation assists and supports European integration, promotes environmental protection, conservation of natural resources and the principles of sustainable development in local, national and international scale.
It works to support the social integration of vulnerable groups, the elderly and children with special needs by training social workers and teachers to the principles of sustainable development and European integration. Also train and educate young people to raise environmental and health education and culture, encouraging their participation in public life and in local government.
In its activities the Foundation educates youth and adults of project management, environmental protection, use of photography and graphic design as a means of expression to reflect changes in the environment, global warming events, social integration etc.
The Greener Bourgas Foundation develop proposals for funding of projects for companies and institutions and NGOs under the Operational Programmes, IPA Cross Border Cooperation Programmes, the border and territorial cooperation, Erasmus + and ties directly to EC funding.
The Foundation supports, advises and trains businesses, organizations, local authorities, NGO for project management and contracts for financing and co-financing with the OP, Management Authorities, National Agencies and the European Commission.
GBF develops energy efficiency projects, ESCO contracting and prevention of climate change.
Also organizes international and local conferences, seminars, workshops and training courses. The Foundation has experience in the development and implementation of environmental education programs in schools, cooperation between Member States, cross-border cooperation and others.
Objectives
The general objectives of the foundation, as formulated in the Statute are:
• To promote environmental awareness of the public, schools, authorities and private companies;
• To support the authorities, Education institutions and businesses during the transition period and implementation of the EU environmental requirements;
• To carry out consulting activities for private companies and authorities in the field of general management, environmental management, management of projects financed by the EU Structural Funds, environmental technologies and environmental protection;
• To promote the development of sustainable tourism that preserves the cultural, historical and natural heritage of the region and to introduce sustainable agriculture, protecting the environment;
To achieve its objectives, the Foundation uses its own and also local, regional and international experts. There are many good contacts with local and regional authorities, the Ministry of Environment and Waters, Ministry of Regional Development of RB, MRL, Regional Education Inspectorate - Burgas, Regional Educational Inspectorate , Varna, Basin directorate for water management in Black sea region, Varna, Chambers of Commerce and Industry, many international organizations and institutions, including the Atlantic Council, The Ecologic Institute in Berlin, Vienna and Washington, ICLEI, Eurocities, Network of Emerging Leaders in Environmental and Energy Policy Network (ELEEP), environmental protection and energy efficiency set by the Atlantic Council and the financial support of the European Commission.
The Foundation has good contacts with experts and scientists from universities in Burgas, Varna, Sofia and BAS.
In the development and implementation of projects GBF is in good partnership with international institutions, organizations, businesses, and NGOs mainly from Austria, Belgium, Germany, Greece, Denmark, Spain, Italy, Norway, Portugal, Romania, Russia, USA, Turkey, Finland, Netherlands, Switzerland, GEF, UNEP, UNDP, UNIDO, UNDESA.

Second Call for Proposals of the Interreg IPA Cross-border Cooperation Bulgaria - Turkey Programme (2014 - 2020)

Project goal
Considering and elaboration of plan (procedure) for interactions in the area concerned, including means of disclosure, relevant contacts and facilities for the transportation of equipment, and involvement of experts to organize and conduct joint actions to prevent marine pollution.
Project main goal
Purchase of an emergency container equipped with oil pollution control equipment – oil boom, a skimmer and a generator for putting the equipment into operation. The equipment should be tailored to the characteristics of the shore. The container shall be convenient and safe for transportation by truck or by vessel. In this regard, the potential partner from Turkey should has similar equipment to collaborate if there is a need.

Executive Agency Maritime Administration
The Executive Agency Maritime Administration (EAMA) is a legal entity to the Minister of Transport, Information Technology and Communications. The headquarters of EAMA is situated in Sofia and there are five regional offices located in Varna, Burgas, Ruse and Lom. The statute of the Agency is regulated in the Merchant Shipping Code. The activities, the structure and the work organization are laid down in the Statutory Regulation, adopted by the Council of Ministers. The Agency’s territorial jurisdiction extends to: the internal sea waters, the territorial sea, the Bulgarian section of the Danube River and the relevant coastline, the territory of the ports except the military ones, the Bulgarian search and rescue sea region and the shipping rivers that flow into the Black Sea. The activities of EAMA are mainly focused on the following:
• Provision of safety of shipping in the sea spaces and the inland waterways of the Republic of Bulgaria. The Agency exercises control on the compliance with the safety provisions to the ships flying Bulgarian flag (Flag State Control) and the ships calling Bulgarian ports (Port State Control). The Agency ensures the actual liaison between the government and the ships flying Bulgarian flag. EAMA coordinates and organizes the search and rescue activities of people, vessels and aircraft in distress. The Agency participates in the Unified Rescue System;
• Protection of the marine environment and the Danube River from pollution from ships. The Agency exercises control in the sea spaces and the inland waterways of the Republic of Bulgaria as to the protection of marine environment and the Danube River, the prevention, decrease and limitation of the pollution from ships. EAMA exercises control on the compliance with the regulations related to the quality of fuels used on board the ships and the approval of waste reception and handling plans;
• Control of the seafarers training related to the compliance with the relevant national legislation, EU law and international treaties to which the Republic of Bulgaria is a party. The Agency organizes and conducts examinations for acquiring qualification of seafarers and issue certificates of competency to seafarers;
• Control on the ports and the port operators.
The Agency keeps registers of the Bulgarian ships, the seafarers, the ports and the port operators in the Republic of Bulgaria. EAMA is responsible for monitoring the implementation of the relevant security provisions for ships flying Bulgarian flag, ports and port areas in the Republic of Bulgaria. The Agency participates in the activities of the international organizations in the field of shipping. There is a quality management system established within the Agency in compliance with the international standards.
Additional information for the Programme
The key objective of the Programme is to raise the capacity of the local and regional authorities in the development and implementation of joint projects in the eligible cross-border region, defined in the Programme as follows:
For Republic of Bulgaria (administrative level NUTS III) – districts of Burgas, Yambol and Haskovo;
For Republic of Turkey (administrative level NUTS III equivalent) – provinces of Edirne and Kırklareli.
